What kind of non-software opportunities I can have with a software developer background?

I have a professional doctorate degree in Computer Science(Its a two years post Masters Degree). I have about 4 years of experience as a software engineer. However I want to move in to management. Project management is one of the things which is high on my list.

1. What other opportunities (non-programmer) opportunities can I have with a software engineering background?

I am looking for something that does not require programming and can be looked at as a promotion e.g. project management.

1. How do I ask my department manager to get those oppportunities?

2. I am currently a consultant. How do I request a permanent job within the organization?

My location is in the Netherlands and I am currently working as an external employee(contractor) for a big company.
