tldr first: At the same company I was passed over for my old position, which I reapplied for after switching positions, because one of the interviewers personally doesn't like me. Is there something I should do? It feels extremely personal and an unfair decision.
Longer version:
I left my previous position about a year ago. The guy that I interviewed and trained ended up leaving, presumably because he didn't like it but he didn't state a reason. Regardless of what his motivations were, my old boss approached me and said I should apply because he would love to have me back. I was in that position for about 4 years and helped redefine it as well as helped redefine our department's role and mode from reactionary to proactive work. I was highly regarded and got along well with everyone except for the "dev team" (my role was dev-ops ish).
The dev team would like to make unilateral decisions about deployment strategies (my job), OS configuration (my job), and other decisions that were not theirs to make. Their boss is a guy who had been at the company for 25 years and is known to be a pretty harsh and tough to get along with sort of person. When they would make decisions about the things they had no business about I normally didn't care unless it affected security or stability of the deployed systems. However, when decisions were made that DID affect security or stability I would bring it up and ask them to fix it or to not do that in the first place and leave it to me because it was literally my job. Between the boss and 2 other people on the team I have had pretty heated arguments about how systems work and how they should operate according to best practices. They very much liked to pretend that they were "system architects" but in reality, they're java programmers.
I ended up leaving that position for another position in the company that I thought would be more challenging, unfortunately it didn't turn out that way. After my predecessor left I was asked to reapply because I basically made the position what it is. I went through the interviews and one of them was with the dev team boss. We had a pretty standard talk, nothing exciting and I thought it went ok, not great but just ok, with him at least. All the other interviews went well and considering I knew almost everyone interviewing me it went really well, we got to chat, catch up, etc.
I got the email from HR today saying they were going in a different direction which honestly is OK with me if they found someone more qualified. However, I spoke with my former boss and my former coworker and it was basically said that I didn't get the job strictly because of the dev team boss and his review which he gave a 1.5/5 which means essentially "do not hire under any circumstance". All of the other reviews were between 3 and 5 basically like "meh, he's pretty good" to "super awesome guy, hire him now!". The outlier was the guy I've had arguments with in the past and I feel that it was not only a personal vendetta against me (he had previously instructed his team not to talk to me at a certain point as well) but also that I was being judged unfairly because of the extra information they were grading me on. For example, this guy is a known asshole and basically gets into arguments with everyone who doesn't agree with him but no one can know if another person will have issues with him as well since they basically have never worked with him, I was being judged on my past interactions which hold little bearing on future interactions.
Soooo, I don't know if there's something I should do or what. My wife says that I should say something to HR but I don't really know what to say and I don't really have anything to gain but, on the other hand, if he does this sort of thing to me then he's likely done it before and is essentially hurting the company because of his personal opinions on people.
Any advise? I'm not sure if I should do something or not and honestly I'm not even sure if what he did was legal.
Thanks.
